Mr. Smart served as a member of the Needham Planning Board, twice as Chairman, from 1998 to 2007. He is a Co-Chairman of Needham’s Downtown Study Committee, which will recommend zoning and other changes to the Town Meeting in 2008. He represented the Town of Braintree’s Planning Board in litigation matters in the Norfolk Superior Court and the Massachusetts Appeals Court. He served as staff counsel to the Massachusetts Energy Facilities Siting Council from 1978 to 1981.
